How PSYPACT Is Expanding Access to Mental Health Care Across State Lines

How PSYPACT Is Expanding Access to Mental Health Care Across State Lines

Understanding how telepsychology and interstate mental healthcare are reshaping access for patients and providers nationwide.

As telehealth continues to reshape the mental health industry, one of the most important developments for psychologists and patients is the rise of the Psychology Interjurisdictional Compact, better known as PSYPACT.

For providers, PSYPACT creates new opportunities to legally offer telepsychology services across participating states. For patients, it means better access to trusted care — especially when relocating, traveling, attending college, or living in underserved areas.

At Holistic Resources Clinic , we believe accessibility and continuity of care are essential parts of mental wellness. Understanding how PSYPACT works can help both providers and patients navigate the future of therapy and behavioral healthcare.

What Is PSYPACT?

PSYPACT is an interstate compact designed to facilitate the practice of telepsychology and temporary in-person psychology services across state boundaries.

In simple terms: PSYPACT allows licensed psychologists in participating states to legally provide services across state lines without obtaining a separate license in every state.

This has become increasingly important as telehealth demand continues to grow nationwide.

How Does PSYPACT Work?

To practice under PSYPACT, psychologists must obtain specific authorizations through the Association of State and Provincial Psychology Boards and the PSYPACT Commission.

APIT® — Authority to Practice Interjurisdictional Telepsychology

APIT allows psychologists to provide telepsychology services to patients located in participating PSYPACT states. Providers must first obtain an E.Passport credential before applying for APIT authorization.

TAP® — Temporary Authorization to Practice

TAP allows psychologists to provide temporary in-person services in participating states for up to 30 days per year without obtaining a separate license in that state.

Which States Participate in PSYPACT?

PSYPACT is fully operational and continues to expand rapidly. More than 40 states and jurisdictions now participate, including:

  • Florida
  • Georgia
  • Texas
  • Virginia
  • And many more across the United States

Each state must pass its own legislation to officially join the compact. The number of participating jurisdictions continues to grow as more lawmakers recognize the importance of accessible mental healthcare.

Benefits of PSYPACT for Patients

Better Continuity of Care

Patients who move, travel frequently, attend college out of state, or split time between states may be able to continue working with the same psychologist.

Increased Access to Specialists

Many rural or underserved communities face shortages of licensed mental health professionals. PSYPACT helps bridge those gaps through telepsychology.

More Flexibility

Patients can often continue sessions while temporarily out of state, depending on the provider’s PSYPACT authorization and state participation.

Benefits of PSYPACT for Providers

Expanded Reach

Psychologists can legally serve patients across multiple participating states without obtaining multiple licenses.

Practice Growth

Telepsychology creates opportunities for providers to expand their practice, serve niche populations, and increase accessibility.

Reduced Administrative Burden

Instead of navigating separate licensing processes for every state, PSYPACT creates a streamlined framework for interstate practice.

Important Things Providers Should Know

Although PSYPACT simplifies interstate practice, providers must still follow all applicable rules and regulations in both their home state and the patient’s state.

Psychologists using APIT for telepsychology must generally be physically located in their declared PSYPACT home state while providing services.

Insurance coverage and reimbursement policies may vary depending on the insurer and the patient’s specific plan. Providers should verify credentialing and billing requirements before offering interstate services.

The Future of Interstate Mental Health Care

The rise of telehealth permanently changed how mental health services are delivered. PSYPACT represents a major step toward making psychological care more accessible, flexible, and patient-centered across the United States.

As additional states adopt legislation and more providers obtain authorization, interstate telepsychology is expected to become an increasingly important part of behavioral healthcare delivery.

For both patients and providers, staying informed about evolving PSYPACT regulations can help ensure continuity of care and broader access to mental health support.
